Intermediaries
Objectives
This project fills a knowledge gap on the current restructuring of
the water sector across Europe by mapping the development of intermediary
activities and organisations and assessing whether, in what ways and in
what institutional and organisational contexts these services can accelerate
the application of resource-saving technologies and social practices.
Key objectives
- To review the current status of water market liberalisation across
Europe, providing an institutional backdrop for context-sensitive analysis
of intermediary activities
- To model the emergence of intermediary services and organisations
in European infrastructure systems, identifying and conceptualising types
of intermediary activities and reasons for their emergence
- To map the practices of intermediaries in the water sector with in-depth
case studies of seven urban regions in the EU and two Accession States
- To evaluate and quantify the impact of intermediaries on the eco-
and cost-efficiency of water and wastewater networks, including water
saving, pollution minimisation, economic savings and management practices
- To accelerate the exploitation of innovative, resource-saving pathways
pursued by intermediaries under different regulatory regimes

- A policy review of water market liberalisation, focussing on the Accession
States
- A research report evaluating the contribution of intermediary services
to the application of resource-saving technologies and social practices
- A training programme to accelerate the development of the most effective
forms of intermediary services addressed at local/regional water managers
